South Africa launches Electronic Travel Authorisation system

South Africa has officially launched its Electronic Travel Authorisation system, giving eligible international travellers a digital route to apply for permission to enter the country.

President Cyril Ramaphosa launched the ETA at OR Tambo International Airport on Wednesday.

The system aims to shorten processing times, provide more predictable decisions and strengthen border security through digital identity checks and risk assessment.

A new digital entry system for South Africa

President Ramaphosa said the ETA represents more than a change to the visa application process.

“This is far more than the introduction of a new digital platform. It is a statement about the kind of country we are building.

“It is about making South Africa more open to opportunity, more welcoming to legitimate travellers, more secure for our citizens and more competitive in the global economy,” the President said.

Eligible travellers will apply online from anywhere in the world without visiting a South African diplomatic mission or visa processing centre.

Applications should receive faster processing, with greater certainty for travellers planning visits to South Africa.

ETA starts in four source markets

The system was first introduced in China, India, Indonesia and Mexico during South Africa’s G20 Presidency.

Government plans to extend the ETA to more countries.

Digital processing should later expand to work visas, study visas and other immigration services as part of the Department of Home Affairs’ Home Affairs @ home programme.

The programme seeks to move the department towards secure, accessible and fully digital public services.

Visa reform linked to tourism and jobs

The President placed the ETA within international competition for tourists, investors, students, conference delegates and skilled professionals.

Lengthy processes and delays often influence travellers when choosing a destination.

“Visa reform is not simply an immigration reform. It is an economic reform. It is a jobs reform,” the President said.

The ETA should support tourism, trade, investment and the exchange of skills and knowledge.

“The Electronic Travel Authorisation system will make travel to South Africa easier, faster and more predictable. It will encourage tourism. It will support trade. It will attract investment.

“It will facilitate skills and knowledge exchange, and at the same time, it will strengthen the integrity of our borders and improve our ability to manage migration effectively,” the President said.

With unemployment, especially among young South Africans, remaining a major concern, Ramaphosa said reforms should contribute to employment and wider economic opportunity.

“The Electronic Travel Authorisation answers that question with a resounding ‘yes’,” he said.

More arrivals support local businesses

International arrivals generate business for accommodation providers, restaurants, airlines, tourism operators and conference venues.

“More visitors mean more hotel bookings, more restaurants filled, more tour operators employed, more flights, more conferences, more exports, more investment, and more opportunities for South Africans to earn an income and build a better future,” he said.

The President described the ETA as an economic intervention rather than an administrative update alone.

Digital processing strengthens border checks

Ramaphosa stressed that faster travel processing would not weaken South Africa’s immigration controls.

“Let me be absolutely clear. A modern immigration system is not a weaker immigration system. It is a smarter immigration system,” the President said.

The system will give authorities more information about travellers before their arrival.

Digital processing will support biometric verification, identity management, border security and risk assessment.

“It helps us identify those who seek to abuse our immigration system, while making lawful travel faster and easier,” he said.

The ETA forms part of government’s Comprehensive Approach to Migration Management.

Live demonstration at OR Tambo airport

Border Management Authority Commissioner Dr Michael Masiapato led the President through the ETA processing facilities.

The demonstration included a tourist whose application was used to test the system. The traveller’s response highlighted the speed of the digital process.

OR Tambo International Airport was selected for the launch because it is South Africa’s busiest international gateway.

“For many years, OR Tambo travelled the world to rally support for the struggle against apartheid. He carried South Africa’s hopes across continents.

“He took South Africa to the world. Today, through this new system, we are strengthening the way in which the world comes to South Africa,” the President said.

Ramaphosa said South Africa’s welcome should be “not only warm, but also modern, efficient and secure.”

Launch forms part of Milestones of Freedom

The ETA launch coincides with the country’s Milestones of Freedom campaign.

Launched in June under the theme “Honouring the Past. Delivering the Future”, the year-long initiative promotes social cohesion and reflects on South Africa’s democracy.

It also connects historical remembrance with community service delivery.

ETA falls under Operation Vulindlela

The ETA forms part of structural reforms led through Operation Vulindlela.

Established in 2020, the programme addresses constraints affecting economic growth across electricity, logistics, telecommunications, water infrastructure, immigration and the ease of doing business.

“These are not isolated reforms. Together, they are removing barriers to growth, investment and job creation. They are making South Africa a more competitive economy,” the President said.

Ramaphosa said progress across these areas showed what focused government cooperation and partnership could achieve.

Government departments work together

The ETA will require cooperation between several public and private organisations.

These include the Department of Home Affairs, the BMA, the South African Revenue Service, the Department of Tourism, South African Tourism, diplomatic missions, the aviation industry, technology partners and the private sector.

“Our borders are not merely points of entry. They are strategic national assets. They are where security, trade, tourism, logistics and economic development come together. They demand that government functions as one integrated system,” he said.

Ramaphosa thanked the departments, agencies and partners involved in developing and launching the platform.

South Africa seeks to balance openness and security

The ETA supports a model in which South Africa welcomes legitimate travellers while protecting its borders and economic interests.

“Today’s launch is about much more than visas. It is about the future of our country.”

The President said South Africa must welcome international visitors, attract investment and improve the responsiveness of public institutions.

“This is the country we are building. It is a country that understands that economic growth requires both openness and security. It is a country determined to compete with the best in the world.

“Above all, it is a country committed to creating work, expanding opportunity and improving the lives of all its people,” the President said.
