Dubai’s record tourism growth offers blueprint for African destinations

Dubai welcomed 19.5 million international overnight visitors in 2025. This marks a 5 percent increase from 2024 and the city’s third consecutive record year.

According to the Dubai Department of Economy and Tourism, the city surpassed 2 million international overnight visitors for the first time in December 2025. December recorded a 6 percent year-on-year increase.

His Excellency Issam Kazim, CEO of the Dubai Corporation for Tourism and Commerce Marketing, said the results reflect global confidence in the destination and alignment with the Dubai Economic Agenda, D33.

Dubai’s priorities include digital innovation, enhanced guest experiences and continued investment in infrastructure to strengthen global competitiveness.

Diversified demand and African visitor growth

In 2025, Western Europe remained Dubai’s largest source region, delivering 4.1 million visitors or 21 percent of total arrivals.

Proximity markets in the Gulf Cooperation Council and the Middle East and North Africa region contributed a combined 26 percent share. The Commonwealth of Independent States, Eastern Europe and South Asia each accounted for 2.8 million visitors.

Africa delivered 897 000 visitors, representing 5 percent of total arrivals. Growth has been supported by improved air connectivity and targeted market promotion.

For South Africa and other African destinations, Dubai’s approach highlights the importance of aviation partnerships, diversified source markets and sustained promotional investment.

Hotel sector expansion and performance

Dubai’s hotel inventory reached 154 264 rooms across 827 establishments by the end of 2025.

Key performance indicators show strong growth:

• Average occupancy reached 80.7 percent in 2025, up from 78.2 percent in 2024.
• Occupied room nights increased 4 percent to 44.85 million.
• Average daily rate rose 8 percent to AED579.
• Revenue per available room increased 11 percent to AED467 year on year.

The Department introduced a Hotel Incentive Programme to stimulate development in growth corridors such as Dubai South, Palm Jebel Ali, Dubai Parks and Dubai Islands. A citywide contactless check-in solution is also being rolled out to streamline arrivals.

For African markets with expansion ambitions, this demonstrates the value of aligning marketing with infrastructure growth and investor incentives.

Lessons for South Africa and African destinations

With nearly 20 million international visitors annually and strong hotel performance, Dubai offers a practical model for destinations aiming to unlock tourism-led growth.

Key lessons include:

• Implement a clear, long-term tourism and economic agenda.
• Invest consistently in infrastructure, safety and sustainability.
• Diversify tourism products across leisure, business, events and gastronomy.
• Strengthen public–private collaboration to maintain service quality and visitor confidence.

For African economies rich in natural and cultural assets, structured planning and reinvestment remain critical to converting potential into measurable growth in arrivals and employment.
